Introduction

The Postal Regulatory Commission (PRC) sought a modern, secure, and user-friendly system to replace its aging WebDockets platform. With growing demand from both staff and external users, the agency needed an eDocketing solution that could improve efficiency, ensure compliance, and provide transparency. Armedia partnered with PRC to deliver ArkCase eDockets, a FedRAMP-authorized, cloud-based system that transformed how filings are submitted, processed, and managed.

Challenge

PRC’s existing WebDockets system had significant limitations: it was not protected under FedRAMP controls and lacked the flexibility and functionality required by today’s legal and regulatory environment.

• For staff: There was no centralized, secure way to manage filings across dockets, which slowed down processing and created inefficiencies.
• For external users: The system made it difficult to submit filings and monitor the status of requests, reducing transparency and trust.

To address these issues, PRC outlined clear objectives:

• Deploy a new eDockets SaaS solution.
• Decouple the eDockets system from PRC.gov.
• Obtain FedRAMP Authorization to Operate (ATO).

Solution

Armedia implemented a comprehensive eDocketing system using the ArkCase case management platform, delivering both a powerful backend and a public-facing portal. The solution provided PRC with extensive configurability, reducing the need for custom coding while giving the agency flexibility to adapt to evolving needs.

Implementation Process

The project began with extensive analysis and design sessions, using human-centered design to gather requirements through staff interviews. Armedia’s team created a master backlog of stories to guide development and followed Agile Scrum methodology with three-week sprints to deliver functionality quickly and gather feedback early.

In parallel, Armedia executed a full migration from WebDockets, including legacy RCA data. Both Armedia and PRC validated the migrated data before production launch, ensuring accuracy and continuity.

Since deploying ArkCase eDockets, PRC has achieved significant improvements:

Looking Ahead

Armedia has already completed another project phase for PRC, further expanding capabilities and enhancing existing functionalities. As PRC continues to rely on ArkCase eDockets, the agency is positioned to build on a secure, FedRAMP-authorized foundation that scales with its needs.
